In 1999, Philadelphia saw a rash of homicides being compared to the Zebra murders in California, three decades ago. After almost four years at the helm of the Philadelphia Police Department, and working for the Mayor, Commissioner Delany is not looking forward to assembling a task force to investigate a series of racially driven murders and assaults.
The PC is in a real bind as to who should head the racially charged investigation. The mayor believes that a Black Deputy Commissioner should spearhead the investigation for purely political reasons. Delany, on the other hand, is hoping to delay the formation of the task force until the right man is available to head the probe. For Delany, hands down, that man is Inspector Mickey Devlin, Delany’s “Utility Man.” Problem is Devlin hasn’t been cleared for full duty since his hospitalization after his near fatal injuries in July, political correctness be damned.
It just so happens the Mayor’s pick for the task force is attending a three-week FBI National Academy Leadership Seminar in Quantico, Virginia. Until the Deputy returns, the commissioner finds a way to ease Inspector Devlin into being another “pair of eyes” looking at the three current investigations. With Devlin’s history of solving big jobs, in record time, the commissioner is banking on that by the time the Deputy returns the crisis will be resolved. Time will tell if the right man was selected.
