Norberto Bobbio is recognized as one of the preeminent legal and political philosophers of Italy in the past century. In this dry and academic but subtly fascinating book, he lays out his assessment of democracy's place in modern society. He discusses the many facets of democracy -- of many interest groups and parties, of the complaints people have when they think democracy has under-delivered, of the Welfare State being a natural outcome of universal suffrage -- and eruditely delivers the message that democracy's "failings" are the best signs of it doing its job; it is inevitable that it shall face the healthy consequence of great expectations.

Not that this is a defense of the status quo. Bobbio spends a fair amount of ink criticizing parts of the Left and Right for their ideological idealism. He recognizes the indisputable role of the individual in the economy but would not go so far as to turn classically liberal and toe the strict line of neminem laedere -- do no harm -- persuasively pointing out that even John Stuart Mill recognized that the issue of distribution of justice required more than leaving everyone to be.

Bobbio's arguments resonate in today's times. For a book that was written 35 years ago, that's a great compliment. What may be criticized is his discussion of the need for a general norm or a norm of norms (in the Kelsenian sense) in modern society. Norms have proved to be incredibly fragile today.

One of the interesting and prophetic themes pursued is that of invisible power in the state. This power may be that of economic entities having great leverage over legislation something which concerns Bobbio a lot. It may also be the power of the state in being able to have asymmetric access to an individual's actions.

I can't recommend others to read this book unless they are very deeply into political philosophy.
