This is the classic Warhammer City book produced by Games Workshop in 1987. Anyway, it's got everything from a description of the founding and history of the city to the way it's run and details of its ruling classes and most important citizens, its justice system, the punishments it hands out for various crimes, and the machinations and movements of Chaos within its environs, as well as descriptions of many of its most interesting locations and a short adventure too. It's also got a gorgeous Ian Miller cover. If you're planning to run The Enemy Within vol. 3: Power Behind the Throne, then this is essential; and it's pretty much a must-have if you're just interested in how the cities of the Old World look and work.
