Photoshop Elements 6 For Dummies is a reasonable guide to using Photoshop Elements. It describes the various options clearly in language that is easy to understand. It is weak on telling you why or when you would want to use various options. I believe it is best used as a reference manual.

I didn't read the book cover to cover - but the first few chapters were really helpful in getting me started and helping me understand the basics of the program.
