Being a relatively minor team in Marvel Comics, The Thunderbolts often go on wild, off-beat adventures that take place in those narrow gaps between major Marvel events. Putting Bucky Barnes at the helm ends up limiting the storyline. He's too loyal to Steve Rogers to escape the orbit of the Avengers for very long, and (it's a lot to explain) the superpowered "child" on the team makes The Thunderbolts too much the center of attention.
With SHIELD, the Avengers, and Spider-Man all over the team, the antics of team regulars like Moonstone and Fixer feel like an afterthought.
The Thunderbolts have gone through a lot of rosters through the years, and this one, unfortunately, disappoints.
