It turns out Midorikawa might be a traitor who’s been keeping Shigemoto under close observation, and the only way the magical girls can discover the truth is by venturing into enemy territory to participate in the New Energy Agency’s magic competition!

Marginally better than the previous volume, but still pretty tedious compared to the first 8 volumes. I'm not sure what happened here, but I'm rapidly losing interest.
Time skip! Everything's been dismantled (including Kana's hair, she's a badass short-haired girl now), but they're back together for PLOT stuff. Magilumiere is gone? How about... Magilumiere 2.0 with no funding or resources??? The appeal of this series has been this mix of "magical girl" fantasy into business politics, modernizing them, all that jazz. So how else can our characters lose but by dumb bureaucratic conspiracy bullshit? That's a good hook to give them time to power up and improve.
