In the midst of the second American Civil War, Constitutional forces battle Progressive forces for control of the United States. Balkanized along ideological lines, different regions of the country are controlled by the two factions.After a series of setbacks and defeats, the Progressive forces seem ready to collapse. Constitutionalists in the east are preparing to make a final push to defeat their opponents. From their sanctuaries in Canada, Constitutionalists in the Pacific Northwest wage a guerrilla campaign against the Progressive establishment. They are eager to see the end to the war, which everybody suspects is near.
