Robert B. McCaw has long proven himself a formidable voice in the crime thriller genre. His previous novels set in Hawai‘i showcased his ability to blend suspense, atmosphere, and compelling investigations, but with this latest effort he ventures into considerably darker territory. Combining alternate history, international espionage, and geopolitical intrigue, McCaw crafts a novel that is as intellectually engaging as it is pulse-pounding. The result is a clever and addictive thriller where every answer uncovers an even deeper mystery.

Robert Cooper has built an impressive career within the United States government. As Deputy Attorney General for Counterintelligence in the Department of Justice’s National Security Division, he oversees sensitive investigations and helps ensure foreign spies are brought to justice. His world is upended when a Russian sleeper agent unexpectedly seeks to defect, bringing alarming claims that powerful operatives have infiltrated the highest levels of the American government—including a mole exerting influence from within the FBI itself.

What initially appears to be an isolated threat soon reveals itself as something far more sinister. Cooper uncovers Operation: Viper, a long-term Russian plot designed to destabilise the United States from within. Determined to expose the network before it can strike, Cooper launches a delicate and highly secretive investigation. However, events spiral beyond anyone’s control when a military coup in Russia places an aggressive new regime in power and Russian forces move against Finland. As tensions mount and the world edges toward global conflict, Cooper finds himself racing against time to identify the traitors and prevent a catastrophe that could push a new Cold War into open warfare.

McCaw strikes an impressive balance between high-level political maneuvering and relentless espionage-driven suspense. While the novel thrives on intelligence operations, diplomatic tensions, and national security concerns, the narrative remains accessible to readers who may not be deeply familiar with those subjects. The author skillfully integrates complex ideas into a fast-moving story, creating a chilling cat-and-mouse game in which trust is a luxury few characters can afford. The pacing remains sharp throughout, carrying the reader from an intriguing opening to an explosive finale where nothing is quite as it seems.

Robert Cooper serves as an exceptional protagonist. Intelligent, determined, and politically vulnerable, he possesses the analytical mind necessary for the role while still feeling human and relatable. His efforts to piece together an increasingly dangerous puzzle make him a fascinating guide through the story, while the enormous stakes facing both his career and his country add further depth to his character. The supporting cast is equally effective, enriching the larger narrative and offering multiple perspectives on an escalating crisis. McCaw’s blend of political figures, intelligence operatives, and international players creates a richly layered world that feels both authentic and unsettlingly plausible.

One of the novel’s greatest strengths is its unpredictability. McCaw carefully times his twists and revelations, never allowing the story to settle into comfortable territory. Just when the reader believes the path forward is clear, another variable emerges to complicate matters. The tension escalates steadily, secrets surface at precisely the right moments, and the danger intensifies with every chapter. As Cooper digs deeper, the conspiracy grows increasingly complex and sinister, making the novel difficult to put down.

Despite its many strengths, the novel never fully reached the heights I expected. Having greatly enjoyed McCaw’s previous work, I entered this book with high expectations and found myself slightly less satisfied than anticipated. The premise is outstanding, the geopolitical stakes are compelling, and the espionage elements are expertly constructed, yet something about the execution felt slightly diluted. While I cannot point to any single flaw, I found myself wanting a tighter, more impactful delivery that fully capitalized on the story’s tremendous potential. That said, readers who enjoy sophisticated political thrillers packed with espionage, international intrigue, and high-stakes conspiracies will find much to admire here. Even if it falls just short of greatness, it remains an ambitious, intelligent, and thoroughly engaging read.

Kudos, Mr. McCaw, for keeping me on the edge of my seat.

A political thriller

Robert Cooper, a Deputy Assistant Attorney General at the DOJ’s National Security Division has dedicated his life to hunting spies. When approached by a stranger on a lonely beach exposing Russian moles deep under cover embedded with the American government. Cooper pursues the trail that will lead him into the nation’s most protected corridors of power….

This is a gripping tale of espionage, betrayal and deception. Not a dull moment: fast-paced, high stakes international intrigue. I love how Mr. McCaw has combined this espionage thriller with legal aspect making one of the most riveting novels of its kind.

Explores the Department of Justice is quite a step away from the author’s Koa Kane Hawaiian Mystery series I loved so much to penned a thriller about a Russian campaign to take control of the White House. Cooper had to negotiate with Russian sleeper agent who is willing to divulge details of a plan which involved a Russian mole in the FBI. Suspenseful following him through a series of hurdles to achieve his goal flushing the traitors. I loved the finale a punchy one that began on a fishing trawler off the Canadian coast and provided a very satisfying payoff.

Being a former lawyer and Army lieutenant, Mr. McCaw has definitely brought unique authenticity to his gripping, very well written and cleverly told tale.

4.5 stars rounded down for a suspense filled spy story. Robert Cooper is an attorney in the US Justice Dept. He is the deputy assistant attorney general for counterintelligence in DOJ's National Security Division. He is the DOJ's legal liaison with all seventeen of the federal agencies responsible for National Security. One morning while walking his dog on the south fork beach of Long Island at his summer home, he is approached by a man who identifies himself as Jacob Freedman, his US name. His real name is Mikhail Bortnik. He says that is a Russian sleeper spy and wants to trade information for his life and freedom. He has information about highly placed US government officials who are prepared to betray the US.
He gives Cooper an envelope with a small sample of information that he has on the traitors. As the book progresses, the reader learns that there is a conspiracy to do great damage to the US at Russia's benefit. I could not put this book down, reading it in two days. There are spies, traitors, killers for hire, threats to Cooper and his family and more.
Both my wife and I recommend this book to spy fans. The author is a lawyer who practiced in Washington, DC for many years.
