Henry Landau was the head of British Military intelligence in Rotterdam during WWI. (His division produced roughly 70% of all Allied intelligence on the German forces worldwide.) He wrote 3 books about his exploits, this being the 3rd, published in 1937. Unfortunately, the reader is left hanging as to the outcome (of the Mixed Claims Commission), which wasn't determined until June 1939.
This is an interesting look at first hand information from someone who was living it at the time. I, for one, found it fascinating.
