Katherine, a meteorology graduate student, discovers she can sense supernatural weather patterns and encounters Alek, a man who commands storms. When they touch during a lightning strike, they become bonded. This connection gives Katherine new abilities but also brings her pain. She realizes Alek is the last of an ancient bloodline sworn to protect the world from catastrophic weather, a mission that is slowly killing him.
Director Sarah Taylor of a secret government division reveals that people like Katherine and Alek are called "Storm Touched" and are considered dangerous. She offers Katherine a terrible help capture Alek, or her family becomes a target. Katherine feigns betrayal, leading Alek into a trap with a secret plan to free him. But as she pushes her powers too far, a massive storm threatens the city, and Alek makes the ultimate sacrifice to save thousands. Katherine, in turn, pours her life force into him, sharing the burden and discovering that others like them are coming.
Katherine and Alek join a hidden community of Storm Touched individuals. They learn the government's Project Tempest will disrupt the planet's natural balance, potentially causing an ice age. The only way to stop it is to link their powers—a process that could kill them all. Director Taylor reveals that she, too, is Storm Touched and has been hunting others out of jealousy and fear. The story builds to a final confrontation as the government activates its weather control array, threatening to tear apart the atmosphere itself. To stop it, the allies must combine their abilities, knowing the consequences could be fatal.
