That is since the emergency of calamity situation, but especially the state of emergency, which has installed in some media, civil and military; a debate, or even controversy, about the Armed Forces in internal security missions, namely the security forces.
It's just this Wednesday. The Público newspaper addressed the issue from the perspective of the «document of Secretary-General of Homeland Security that establishes guiding principles of the articulation between security forces and services and the Armed Forces and also in the presidential decrees of the state of emergency. Whose specificity in terms of security is the prevalence of civilian forces over military ones ».
Now, the recurring reference to the protocol of cooperation between the Armed Forces and the security forces and services is, in the current context, a mystification that no one should feed and, most of all, no sovereign body.
This protocol not designed for health emergencies, but to respond to threats of a terrorist nature; for health emergencies, as for other similar situations, the laws that frame Civil Protection and, in this case, the Public Health Law, contain the necessary instruments. Hence, in this context, any reference to that protocol is inappropriate.
The Armed Forces do not need to provide proof of life, either in the context of this epidemic outbreak, in fires or in any other situation of public calamity, to justify its existence. Its constitutional mission, precise and unequivocal, is the raison d'être of an institution whose main objective is to ensure the military defence of the country.
Even confronted with the role of the society's military, the military institution does not need to stand on its toes. Perhaps this is easier than the political tutelage and its military leaders to face, to defend themselves and to meet some public and published opinion that questions them. Still, it will not be with this attitude that the Armed Forces and the Country will leave to win.
