This book proposes a new sort of economically-viable city of several million inhabitants to counter-balance the over-population and economic imbalance caused by over-concentration on London and the south east, which is creating problems for that area and also for the rest of the UK. New construction methods using innovative land-moulding techniques and incorporation of large structures such as redundant oil rigs are proposed. Financing and business aspects, housing, education, transport, security and leisure activities are all addressed, and responded to by proposals that often question and challenge current thinking in politics, town planning and transport, which is shown to be wasteful of resources and to exacerbate current problems, making things worse rather than better. Practical innovative solutions and visionary answers are provided that should stimulate fresh thinking and action in planning the future of the UK.

Allan Bell is a New Zealand academic and sociolinguistic researcher. He has written extensively on New Zealand English, language style, and media language. He is a founding co-editor of the international quarterly Journal of Sociolinguistics and is known for his theory of audience design. Currently, he is working as the Director of the Institute of Culture, Discourse & Communication and is a Professor of Language & Communication at Auckland University of Technology.
