Proposition 23 nominated for the 2013 BSFA Awards

Efe Tobunko's novella is a mix of William Gibson's Neuromancer and Aldous Huxley's Brave New World focusing on the relationship between what it means to be a citizen and a person. In a future Lagos, dark capital city of Nigeria, three-quarters of the population is considered expendable, and the very word "person" has gradually faded away from its original sense and use.
Only citizens may survive.
Only a radical solution may apply.
