Three bodies are recovered in the Niagara River below the Falls by Canadian Authorities. Possibly murdered.
They were young American men who had low lottery numbers. They may have been dodging military service
by emigrating to Canada. Two hundred a month did the same, rather than serving in Vietnam. Detective Tom
Baldwin and Officer Samantha Simpson of the Lackawanna, New York police are charged with finding the link between the three and ending the killing spree. They team up with the Royal Canadian Mounted Police, and the Buffalo PD,
but they have to maneuver carefully around an ambivalent FBI, the local mafia, super-patriots
in a veterans group, a vengeful parent, and a radical antiwar faction, all with their own agenda.
