During Al Maktoum's rule of Dubai, he invested billions in the tourism industry and business, to limit the country's independence on oil intrests.

Al Maktoum is also known as a poet, he started to send his poems anonymously to UAE newspapers.

"يقولون أن تكلفة البيروقراطية والتأخير في الإدارة الحكومية تبلغ ترليونات الدولارات سنوياً كلها عبارة عن دقائق هنا ودقائق هناك من الانتظار.

لا بد ان ننظر لدقيقة المستثمر ودقيقة الطبيب ودقيقة المهندس ودقيقة المعلم عندما نصمم خدمات حكومية تتطلب من الناس تخصيص وقت لإنهاء إجراءاتها.

على قدر احترامنا لدقيقة كل إنسان على قدر احترام كل إنسان لنا وتقديره لخدماتنا هكذا تبنى ثقافة الوقت في مجتمعنا"

"دور الحكومة الأساسي تنظيم حركة الحياة وتنظيمها وتمكينها لكن أغلب الحكومات تركز على التنظيم وتبالغ فيه وتنسى الجزء الثاني وهو تمكين حركة الحياة ودفعها لتكون الحياة نابضة بالإبداع متدفقة بالإنجاز والإنتاج

ولو رجعنا لأصل الأشياء فإن الأساس الأخلاقي للحكومة هو خدمة العامة وتسهيل مصالح الناس واذا زادت التعقيدات الحكومية خنقت حركة الحياة وتباطأت إنتاجية الناس وتحول دور الحكومة من الخدمة للسيطرة ومن التسهيل للهيمنة"

علمتني رحلتي الحكومية الطويلة أنك يمكن أن تقلل الكثير من الإجراءات والتعقيدات عبر استخدام التقنيات، وتكامل أنظمة الجهات, ومراجعة الهياكل والأنظمة والسياسات وتعزيز المساءلة والشفافية وغيرها ولكن يظل الأساس الأخلاقي هو الأهم وتبقى القناعات الفكرية هي الأقوى والثقافة الحكومية المسيطرة هي العامل الأكبر.
