Thanks to Booksprout for a copy of this story and this is my freely given opinion.
I read this story before reading the other books in the series and as such, totally my fault, I felt like I was missing some nuances to the relationships and other events referenced in the story. Again, totally my fault, and now I will be going back and reading the other two stories because I enjoyed this book and am curious as to the other relationships.
Lady Phoebe Drake is a notoriously wanton widow noted for her house parties and scandalous behaviour, but as we discover in this story, this is merely a facade hiding a woman who is anything but wanton, and presents an image to protect herself and act on behalf of those she does care for. Especially after a past where the men in her life have disappointed and betrayed her. Because of that, Phoebe never wishes to be married and risk losing control of her life and business to a man again.
Mr. Joshua Forrester is her trusted solicitor and advisor for many years, perhaps the one man she does trust and allows the most access into her life. For years he has desired and wanted her, but kept that hidden under a very proper, professional front, until boundaries were blurred. But Phoebe, out of fear, pushed away from him after a heated encounter. But Joshua decides that he is not giving up and when the opportunity arises when they are together in Scotland, at New Years. Phoebe had been attending to her friend and widowed cousin, who is isolated at her estate, heavily pregnant. For fun and the cousin's entertainment, she had written out a list of salacious resolutions which were discovered by Joshua and he is determined to help Phoebe keep them.
While the widow may not be as wanton as her reputation suggests, this is a steamy, spicy wanton little story that I did enjoy. Open door and creative scenarios, and creative use of the cold Scottish outdoors. And now I must find out about the other intriguing relationships referenced in this story.

Holy Hotness! I need more than 5 stars.
I read the first two books in this series and loved them. I expected this third one in the series to be great. I was right. This book captured my heart on the first page (That's not easy to do).
It's a compelling story of unrequited love, a beautiful woman whose trust in men had been forever damaged, and the man determined to prove that passion, love, and sex exists without pain or cruelty.

This third book in The Scandalous Sisters series was an engaging and passionate historical romance. The compelling story of unrequited love between the delightful characters was a steamy, well paced, and written love story. I highly recommend reading!

The third book in the Scandalous Sisters series doesn’t feature a Blair sister but instead their cousin Lady Phoebe Drake, the widow of Sir Richard Drake and love interest of Joshua Forrester, Esquire, her barrister. The two have been attracted to each other for years but Phoebe refuses to remarry and Joshua has been biding his time for the right time. A risqué list of New Year’s resolutions may just be what this couple needs.
The book consists of several letters written with some major (and rather humorous at times) editing done to them from various different people to others which lay out the circumstances for that particular chapter and subsequent chapters. I do recommend reading the first two books in this series first because of the many different characters and all of the related stories going on simultaneously throughout the series. However, all confusion gets sorted by the end as each book ties things together. This book definitely fits into the steamy adventurous romance category with some rather risky sleigh rides. It also offers the sweet birth of a new Duke and the fulfillment of a dying Duke’s last wishes.

Phoebe is a widow who has had to work hard to put her finances back in order after her husband ruined her business through mismanagement. She is helped along the way by her solicitor, John Forrester. Phoebe fiercely protects her independence, while John has loved her from afar for a long time. After one scandalous encounter, he begins to realise that perhaps his feelings are not entirely one-sided.
Add in a naughty New Year’s resolutions list of activities to work through, and the question becomes: can they choose what they both want over what is expected of them, and will John finally understand what Phoebe needs in order to accept him fully?
This is a very steamy read with some genuine laugh-out-loud moments, especially the redacted letters, which were great fun. This was my first read by this author, so I haven’t read the earlier books in the series. While it isn’t necessary to read them, it would have helped with some of the backstory and side characters.
I will definitely be reading more from this author, as it was refreshing to read a slightly different kind of story.

All I can say about this story other than it was delightful and I enjoyed the full cast of characters very much.

From the first page, this book was a delight to read.

Phoebe and Joshua were just amazing together. From friends / confidants to lovers to hea, the pages just flowed... and so well. This was a well written book, with depth, with feeling, with connection. The pacing was correct and kept me turning those e-pages.

It’s an act…
Joshua Forrester has lusted after the widowed Phoebe for years. It’s only now that he plans to act on his desire for her, to bring her unparalleled bliss.
Phoebe portrays the wanton to get back at a man only, she’s quite chaste and well, unfulfilled. Joshua is going to remedy that.
Steamy.

When you're a strong woman, you do what you can to maintain control. Even when you maybe want more, but cannot trust that you will still be in control. This is Lady Phoebe's dilemma, until Joshua decides to stop hiding his love for her, and takes a chance that they can be together.
