Lieutenant Marcus Brubaker, a police detective with 32 years of experience, is awakened near midnight during a once-in-a-century thunderstorm to investigate a hit-and-run fatality on a dark, storm-flooded rural highway in Martin County, Minnesota. Typically, Detective Brubaker did not respond to vehicle accidents, but the mention of a fatality brought the incident into his purview. At the scene, Brubaker loses his stomach at the sight of the mutilated body of Dr. Bradley Fergerson, a well-loved local obstetrician and the son-in-law of Brubaker’s boss, Martin County Sheriff Winston Kline.
A potential second murder victim is found slumped behind the wheel of the 1956 Studebaker truck that caused Dr. Fergerson's death. Brubaker suspects the victim was placed in the driver’s seat to make it seem like he was driving at the time of the crash. Trevor Jacobi, a former Martin County resident with an address in Tampa, Florida, is the main suspect in both Dr. Fergerson’s death and the man behind the wheel of the green Studebaker. The investigation takes Brubaker to Tampa, where he uncovers Trevor Jacobi’s involvement in a double murder-for-hire and other criminal schemes. The case becomes more complicated when drug trafficking, extortion, and shakedowns are added. Brubaker interviews a Jacobi coworker, who is an alleged partner in the double murder-for-hire. The informant possesses extensive knowledge of Jacobi, including some truths and some falsehoods. He also talks to Jacobi’s girlfriend. The investigation reveals Jacobi’s ties to a multi-millionaire Cuban-American businessman, Camilo Aldana, who is believed to be heavily involved in the murder-for-hire plot targeting his unfaithful wife, Maria Aldana, and Trayvon Jefferson, an internet-licensed bishop and civil rights advocate. Tampa authorities are concerned civil disobedience will break out if the killer(s) of the Bishop are not brought to justice, and soon. Aldana's involvement becomes clearer when suspicion arises that Trevor Jacobi stole a million dollars from him at gunpoint. Searching for revenge and his stolen money, Aldana enlists a network of hitmen to track Jacobi all the way to Martin County, Minnesota. Although Aldana, an expatriate living in Cuba, is protected from extradition, returning to Florida in person to find Jacobi and recover his money could lead to his arrest for suspected involvement in two murders. The investigation encounters setbacks, including murder and a missing person of importance. Brubaker feels personal pressure to catch Jacobi before more lives are lost. Aldana's hitmen arrive from Florida, resulting in violent clashes and tactical confrontations with police in Martin County, Minnesota. The case concludes with Jacobi’s capture and the arrest of a high-ranking officer, antagonist, from the Martin County Sheriff’s Department.
