Since it's marginally better than volume 2, it's a 4 star over a 3 star thing.
It suffers from similar problems as volume 2, what I like to call "great ideas, terrible executions".
On the plus side, a lot of pioneering ideas start to come across that would be associated with modern day fans of GL:
-Strife in his pining love affair of Carol Ferris
-A nomadic lifestyle brought on by stress by said Carol Ferris
-the first appearance of Guy Gardner. Sure, he's as clean cut as everyone else, but it was a start.
-An actual battle storyline involving Green Lanterns and a unifying foe, including deaths of actual alien Green Lanterns who were in previous issues (over multiple issues, no less)
-Multiple issue storylines
-The Guardians of the Universe being total rule mongering dicks (although in this era, the straight laced GL takes it without questioning.)
But while the writers made excellent strides, they were hamstrung by a lot of problems. One thing is over explanative text and dialogue. A tendency to over explain things (like a clever editor's note EVERY ISSUE about charging the power ring for 24 hours, being vulnerable to yellow, EVERY GODDAMN ISSUE). But there were also clear storyline issues throughout:
- This crazy idea that Green Lantern wants to be loved as Hal Jordan, and hates a girl who loves Green Lantern more. Which is transparently resolved by him telling a girl that he's Green Lantern. BUT NOOOOO....Also, lots of thought bubbles about this make it like a guy who keeps telling you about his problem while not doing anything in any direction.
-Hal Jordan the nomad becomes...Hal Jordan the insurance claims adjuster/insurance salesman??? It's supposed to be a clever way of linking Hal Jordan to cases that only Green Lantern can solve, but it ends up just being bland dialogue like "Hal Jordan is now an insurance agent". It's also LAME...
-Carol Ferris is marrying another man, sure. But GL leaves her, but then also dumps a girl from a lodge and leaves a rich girl in like 1 issue a piece. After a while, Hal, it's your problem
-Nitpicking, but Pieface is still a greasemonkey eskimo pal sidekick, and no one thinks this is racist. And also, 3/4 of his dialogue is only about how he wants to write down a GL mission for his casebook. How is that interesting, that a fictional casebook is simultaneously fake written?
-While I'm at it, Alan Scott, the Golden Age GL, his sidekick, Doiby, is a midget with butchered diction on the page. What the hell is that supposed to mean? It makes him seem like he's artificially dumber.
Also, clunky action, redundant villains (flying by a planet and a robot or a villain mysteriously attacks GL, goes away next ish), meh.
For bad DC, it's good. For Good, it's bad.

Green Lantern takes a sudden turn into darker territory right around issue #50, midway through this volume. I have to say i like it. I'm also really looking forward to volume 4, partly because of this sudden dark turn, and partly because we're gonna finally breach the 70s, an era that i believe some of the best comics come out of.

Despite the introductions of Charlie Vickers and Guy Gardner there were enough ho-hum low points to make it a dull read at some points.
