Why stop in the middle?

I've enjoyed the series so far but have been waiting for a long time for this next volume and was enjoying it. Right up until it ends during right in the middle of the only action scene in what's a rather short novel. As soon as the story ACTUALLY started it ended with out actually finishing anything like the previous novels did.
I'm assuming this is a part 1 of the ark but it was so abrupt, I was so confused when it just switched to the Afterwards. I had to go back and reread and was wondering where the last dozen, or two pages with at least 2 chapters to end event.
