This has a similar title to what I think is DeLisle's somewhat more successful A User's Guide to Neglectful Parenting. DeLisle does books that explore different cultures--China, Korea, others, but I am guessing the first parenting book might have proved to be his most successful, building on his snarky sense of humor and a more popular topic than Korea. This is essentially UGNP volume two, and is more carefully developed, a series of strips, and maybe better artistically, more polished, whereas the first one seemed fresher, more spur of the moment, just more surprising, and funnier. But I am guessing if you are a parent, and maybe particularly a father, as I am, you will still like this stuff. I really do. He's funny and is clearly a great parent, in a hilariously "bad" way.
