This was interesting to realize that they're becoming a family in a twisted way. They help each other, work together, argue, and laugh with each other. And they show the building of the levels and decisions behind it. It also establishes the killer were not held on their floors individually. They come and go as they pleased; going to the outside world, visiting each other on their floors, etc. It's world building at its finest, it also establishes the relationships (or shared goals) between the killers is stronger than you think.
