The old method of running procurement was to extract as much value as possible from your suppliers. The bigger the company, the more power you had to put the screws on them. The new method, espoused here, is to create value together -- the authors share many examples of how the first method is extractive and ultimately self-destructive, where the second can be win-win. GE is the notable example of a company that hired a killer procurement manager and saved billions in the first couple of years, and then eventually went bankrupt because they were the last car company any supplier wanted to work with.
