The world is ravaged by the Change Storms, regions of massive probability flux that give superpowers with one hand and occasionally transform the recipients into hideous monsters with the other. Worse, everyone with superpowers becomes a miniature storm; even if you are willing to overlook the fact that your baby daughter suddenly has feathers, simply spending time around her may change you into a monster.
Society reacts -- the vast majority of the Changed are transferred to Camps, isolated from everyone else so that normal people aren't affected. A few, though, their powers too useful to lock away, are forcibly inducted by the Teams of the Special Response Division. If you Change, your choices are the Camps or the Teams, and for many people neither option is good.
Elly Larkin is a therapist who got caught in a Storm and acquired a power too small for the Teams to be interested. Now she's on the run, fleeing and trainhopping to stay ahead of the authorities. She meets Bruce, a Gifted like herself, who is seeking the Army of Freedom, an underground group of Changed who are either terrorists or refugees depending on who you ask.
Just one problem: even if she can find them, will they want to be found?
