Adam Pendleton seems to work for the FBI's terrorism task force out of Washington, but when he's suddenly moved to organized crime in Chicago, most of his colleagues believe it's because he lost his edge, and probably his senses, when his wife suddenly died. In Chicago, he's assigned to handle the first Outfit street killing in over a decade, and runs into Trig Laski, a tough, no-nonsense detective who not only disapproves of Pendleton's methods, but senses there's something else going on behind the scenes. Laski fences with Pendleton until the secrets are shaken free, and realizes he's in over his head when secret military units are activated.
