If this were presented to me in a neutral way, that it could be ANY kind of person's work, and I had to guess, I would assume was a high-school job, like a "final project", but I would wager that it wasn't started til it was far too late to worry about form- thus it's hapdashed×together, fast and very ½()·()ed.
What story? I didn't get it. It's like they didn't care about their narrative- it just had to be turned in. Half of the "dialogue" was absolutely outrageous commercials that seemed to be attempting humor feebly.
The aesthetic "talent level" I see proceeds any formal instruction and/or hasn't lived yet two decades. It's ugly and even looks careless to me.
