Consensus: What If The Intelligence Was Right Before It Was true?
Not yet published
Expected 6 Dec 26WHAT IF THE INTELLIGENCE WAS RIGHT BEFORE IT WAS TRUE?
Mira Halden has kept the same notebook since she was nineteen. Three saw, told, doesn’t fit.
At Finland’s intelligence station in Brussels, she is the analyst who reads carefully and signs cleanly. So when an assessment lands on her desk claiming a drone factory in Belarus, forty kilometres from the Lithuanian border, she sees the problem at once. The only satellite image is fourteen months old. It shows four empty sheds in the snow.
The man who will decide her promotion asks for her signature. She gives it.
The report becomes a European sanctions listing. Banks freeze accounts. In a corridor of the Council building, a lawyer asks her one question, Is Finland confident?, and Mira gives the answer the room needs.
Then a heavy man with a stiff leg begins to keep her pace. A grey car waits at the edge of the forest where she runs at dawn. And on a hot night in June, two men climb ninety-six stairs in the dark and take 146 notebooks from her shelf while she lies awake, counting.
When the new imagery comes down, the factory is there. Helsinki and Vilnius thank the station. The call was right.
But in the registry, the March image has changed. Same date. Same minute. Same identifier. Scaffolding, a lorry, tracks in the snow.
The only record that still shows empty sheds is in Mira’s own handwriting. Proving what the file used to say will cost her the promotion, the institution’s trust, and the safety of everyone who remembers.
CONSENSUS is the first Mira Halden an espionage novel written from inside the machinery of European sanctions, where a signature can freeze a company’s money overnight, and where the most dangerous thing an analyst can own is a notebook.
