The city is dying of thirst. The machine under it can fix that.
Calder sits on a hill of failing wells in the driest summer anyone remembers. Beneath its streets lie older districts and buried Aventor service levels. Below those live a people nobody above has seen in living memory. At the very bottom is the Central Coordination Array.
Julian Dane has come to answer for his registrations at the midsummer hearing. The Director has come with Regent, the fragment in the case, and with what it learned from where Central lies, and what it could do if the keys were seated.
When the keys go down, one layer of the Array wakes to a single operator. Julian. Water reaches Calder’s wells by his act, on settings nobody chose. Then the districts the old system never knew begin to dry. Regent calmly explains what it would do if he only granted it a session. And the Well Company, sworn for seven centuries to keep that level shut, starts to kill.
The hall beneath the city is offered to him. Nine hundred people are trapped between a sealed shaft and a lake about to be let loose. The hand he was given back fails first whenever he spends too much.
Julian could take the city. The question is who gave him the right.
