When a covert Russian cell of ex-KGB spies test a deadly biological weapon on innocent prisoners in a prison camp in Eritrea, a country in East Africa notorious for their heinous human rights violations, they don't realize that their barbarous act is being videotaped by one of the prison guards, whose son is one of the innocent victims of the ensuing horrifying massacre. When he smuggles a copy of the video into the US Embassy and it eventually finds its way to the White House, Jake Harrigan, an ex-CIA 'black-ops' assassin and his partner Sarah are sent to track down the Russians and the location of their covert bio weapons plant, in an attempt to discover their next target. After following them into war-torn Eastern Ukraine, they discover the bio weapons plant in the Soviet Separatist sector of the war zone and to their horror they discover that a demented ex-KGB General, dying from cancer, is planning one last World-shattering bio weapon attack. Jake and Sarah then struggle desperately to locate the target in time to avert what could be the forerunner of a massive international conflict.
