Technology itself isn’t neutral. Factors like learner & teacher willingness, goals of instructional and CALL literacy greatly impact learning outcomes. Teacher training & guidance are crucial for effective use of technologies. Simply providing tools without proper pedagogical design can limit learning, even for powerful innovations.
