Decent 1990's men's adventure novel. Cyborg cop, Horn, his partner, Winger, and a PI named Dartt are out to stop a mad scientist from equipping gangs with cyborg soldiers, impervious to small arms and grenades. Horn gets a new enhancement for his eye.

Not bad, but without any of the anger or patriotism of the earlier examples of Men's Adventure.

Man, I really enjoyed all four of the "Horn" series. Nothing but slam/bang action and police violence. It was basically the six million dollar man with a real bad attitude. Almost made you feel sorry for the bad guys..... almost.
