With the Daihasei Festival behind them, an unusual calm has settled over Academy City. That is, until a weird rumor begins to circulate. Supposedly someone has created a machine that can manipulate what a person dreams, allowing good dreams to be shared. But when it's revealed that these altered dreams affect reality itself, is this newest Esper invention a gift or a curse?
I liked the new story arc that was introduced in this volume and found the concept of the dream cards to be really interesting. This volume was interesting and well paced with good artwork.

After the ending of the major arc in Vol 10, this novel starts a new arc, but mostly with small stories. The humor of the series is still there, especially when Misaka overhears a conversation that should never have happened and you thank god she's on the side of good...
The thematic focus on perversion, in a variety of forms, while following traditional manga tropes and sticking under the rating provided by the publisher, has gotten out of control and now significantly impacts the storyline. It's too bad, the unique characters are fun.
