CIA chief Jason Wynn gave Al Simmons to Malebolgia in exchange for the fearsome substance Psychoplasm. Meanwhile, Heaven is worried is because Spawn has defeated Angela, and they decided to create a soldier to avenge this loss. In a supreme stroke of irony, Wynn is selected, and receives the Elemental Fire of Heaven, transforming him into the Redeemer. The soldier of light returns to Earth determined to destroy Spawn once and for all.

Grant Morrison's story and dialogue made this comic more readable than I expected, but I still glossed over the heaven-speak.

Capullo's first Spawn work was a level up from his previous work on X-Force, his line art was helped by the glossy paper and computer coloring.

We find out that Jason Wynn sold Al Simmons out for a hellish substance called psychoplasm. Jason has plans for this that will become clear in the next few issues.
Heavens top dogs are reeling from Angela's defeat at the hands of Spawn and decide to create a soldier to do battle. Ironically they pick Jason Wynn and he is subjected to Elemental Fire to create as fearsome a foe as possible. It's not without some satisfaction that this process is extremely painful for Wynn and I didn't feel any sympathy for him.
He is then sent back to Earth to engage with Spawn and take him out.
A little more of why the agency got rid of Al Simmons and to be honest I cheered when the Elemental Fire ritual was suggested to be excruciatingly painful. I don't see how Wynn can recover from this and I don't think he really deserves to.
