"An hour ago, the National Security Agency intercepted two messages from an Al Qaeda leader," Carlos said. “The first ordered several groups of terrorists to attack the plant in Perry and five other oil or chemical facilities near the New Jersey Turnpike. The second message said the terrorists had one or more ISIS Leaders with them. Homeland Security and the State of New Jersey have sent a reinforced SWAT unit to each site. They don't think the terrorists have the capacity to assault multiple sites at one time. They believe the transmission was intended to make us disperse our forces."
"Can't the governor call out the National Guard and seal off each area?" Coop asked.
"Most part-time soldiers don't have training in closely coordinated tactical situations. Putting them in strange places at night could result in chaos within a thirty-mile area. That would provide an excellent opportunity for a terrorist to blow up an oil storage unit or a tanker car filled with chlorine gas."
