A 1980s industrial dispute turns to a disaster when several pickets and a policeman die. Subsequently major people involved in the dispute are shot: the factory owner, the senior police officer in charge, the union leader, a publisher of a newspaper, a major politician and it looks as if the murders could escalate to the Prime Minister. How can those causing the deaths keep getting away with it? Can the police get to those guilty in time?
