Kai Eto may look like a squeaky clean kid, but the Greater Kanto Narcotics Control Division's new investigator hides a violent alter ego and a dangerous past. Together with his stoic partner Hal Kurabayashi, Kai is assigned to track down and stop the distribution of a dangerous new drug--Dragon Speed.
The NCD is investigating a blackmail case involving a drug dealer who is proving impossible to pin down. In an effort to get any leads, the team begins to investigate the victim, office worker Yoshio Ito. Hal and Kai go undercover to infiltrate Ito's life, and find a twisted trail of dark secrets...
One of the darkest storylines yet comes to a conclusion, revealing the identity of the mysterious caller reporting cases of drugs use to the Narcotics Control Division and sexual abuse. Kai and Miyoshi find themselves unable to stay within the rules when faced with the suffering of the victims involved. This invokes the disapproval and covert sympathy of both Hal and Ibu, causing an agent aware of the tension seething between all of them to encourage Kai in subtle ways.
The next plot involved a mysterious everyman, exploiting a father’s weakness, punctuated by the light subplot of Miyoshi stealing Hal away from Kai…for a case. Kaijiyama is forced to spar, err, work with Narita once more. Hal goes undercover at the father’s workplace while Kai ends up teaching preschool (wondering if he missed his true calling). A couple of bonus stories were including, offering a hint about Kai’s mysterious past and Narita’s connection to it, while Hiki makes all of his employees freak with a promotional video, particularly Kajiyama. A sweet little flashback about Hal with his father takes his partnership with Kai a little deeper.
Dark storylines were nicely balanced by the quirky characters of the Greater Kanto Narcotics Control Division and their antics. Readers got to know Miyoshi and Ibu a little better, whom have a prickly partnership underscored by affection, much like Hal and Kai’s. Miyoshi isn’t quite an innocent as Kai, though. He deliberately rattles Hal’s chain while Kai does it simply by being himself. Miyoshi does share the idealism and need to help people which Kai possesses, which he played out in ways different than Kai. Another female agent besides Mari was added to the cast, whom shares some of the mischievous intelligence of Hiki, their boss. In this story, she used it largely to help Kai, Ibu, Mari, and the case. Kajiyama managed to get the better of Narita, whose willingness to put aside his playful rivalry with the NCD to solve a case revealed a core of nobility I suspected was there.
For another chillingly well-crafted series of interlinked stories, punctuated by well rounded, fun, and likeable characters, plus darkly beautiful artwork, this gets four stars.
