Pakistan's Inter-Services Intelligence Directorate: Covert Action and Internal Operations

This book is the first comprehensive study of Pakistan’s Inter-Services Intelligence Directorate (ISI). The rise of Pakistan-backed religious extremist groups in Afghanistan, India, and Central Asia has focused international attention on Pakistan’s premier intelligence organization and covert action advocate, the Inter-Services Intelligence Directorate or ISI. While ISI is regarded as one of the most powerful government agencies in Pakistan today, surprisingly little has been written about it from an academic perspective. This book addresses critical gaps in our understanding of this agency, including its domestic security mission, covert backing of the Afghan Taliban, and its links to al-Qa’ida. Using primary source materials, including declassified intelligence and diplomatic reporting, press reports and memoirs, this book explores how ISI was transformed from a small, negligible counter intelligence outfit of the late-1940s into the national security behemoth of today with extensive responsibilities in domestic security, political interference and covert action. This study concludes that reforming or even eliminating ISI will be fundamental if Pakistan is to successfully transition from an army-run, national security state to a stable, democratic society that enjoys peaceful relations with its neighbours. This book will be of interest to students of intelligence studies, South Asian politics, foreign policy and international security in general.

Author started really good...but gradually moved to Indian perspective rather than neutral....an intelligence agency is not a army of preachers... If you tell just thehe actions without giving any importance to ground facts like... geography and regional enemies and many other factors than that would be unfair..

অবশেষে শেষ করলাম "রহস্যে ঘেরা আই এস আই : পাকিস্তানের লোমহর্ষক অপারেশন" বইটি
৩৬৮ পৃষ্ঠার এই বইটি শেষ করতে চারদিন সময় লাগলো, এবং অবশ্যই এই বইটি পড়ার পর বিভিন্ন দেশের ইন্টিলিজেন্স এজেন্সি গুলোর উপর স্টাডি করার আগ্রহ বেড়েছে।

Inter-Services Intelligence বা সংক্ষেপে ISI হলো পাকিস্তানের সর্বোচ্চ সামরিক গোয়েন্দা সংস্থা। এই বইটিতে মার্কিন গবেষক ওয়েন এল.স্যারস শুধুমাত্র আই এস আইয়ের ইতিহাস আর কর্মপদ্ধতিই বর্ননা করেননি সেই সাথে বর্ননা করেছেন পাকিস্তানের গোলকধাঁধাময় রাজনৈতিক পরিবেশের কথা।

এই বইটি হলো ISI বিষয়ক প্রথম বিস্তৃত গবেষণা। ১৯৭৯ সালের আফগানিস্তান যুদ্ধের সময় থেকে আফগানিস্তান, ভারত ও মধ্য এশিয়ায় পাকিস্তান মদদপুষ্ট বিদ্রোহী গোষ্ঠীর উত্থান পাকিস্তানের প্রধান গোয়েন্দা সংস্থাকে আন্তর্জাতিক নজরে নিয়ে এসেছে এবং গোপন অভিযান পরিচালনায় আইএসআই বেশ খ্যাতি অর্জন করেছে। এই বইটির মাধ্যমে জানতে পারি যে ১৯৪০-র দশকের শেষের দিকে আইএসআই ছোট, নগণ্য কাউন্টার-ইন্টেলিজেন্স সংস্থা থেকে কীভাবে আজকের পাকিস্তানের জাতীয় নিরাপত্তার প্রধান এবং সর্বোচ্চ ক্ষমতাসীন সংস্থায় পরিনিত হয়েছে।

এই বইটি নিমোক্ত বিষয়গুলো আমাদের মাঝে তুলে ধরে:

আই এস আইয়ের ইতিহাসের সাথে সাথে এই বইয়ের মাধ্যমে উৎসাহী পাঠকরা পাকিস্তানের কালো অধ্যায়ের সম্পর্কেও জানতে পারবে। ভারতের সাথে যুদ্ধ এবং যুদ্ধে ব্যার্থতার পিছনে আই এস আই য়ের ভূমিকা কিরকম ছিলো এই বিষয়েও বিস্তারিত ভাবে জানা যাবে। ৭১ এর যুদ্ধের ভুল ইন্টিলিজেন্স অনুমান কিভাবে পাকিস্তানের জাতীয় বিপর্যয় ডেকে এনেছিলো সেই বিষয়ের উপর লেখক দুইটি আলাদা অধ্যায়ে " পূর্ব পাকিস্তানে ইন্টেলিজেন্স ব্যর্থতা এবং ইন্টেলিজেন্স ও ১৯৭১ সালের যুদ্ধ" শিরোনামে আলোকপাত করেছেন। পাকিস্তানি সামরিক গোষ্ঠীর দাম্ভিক মনোভাবের কারনেই পাকিস্তানে বারবার দূদর্শা নেমে এসেছে; এই বিষয়টি বইয়ের বিভিন্ন অধ্যায়ে ফুটে উঠেছে। ভারতের মাটিতে ISI র বিভিন্ন অপারেশনের বর্ননা এর মাধ্যমে জানতে পারি। আবার ৮০ র দশকে আফগানযুদ্ধে CIA র সাথে মিলে কাজ করে ISI সফলতা লাভ করেছে এবং এই সময়টিই ছিলো ISI র স্বর্নযুগ। পরবর্তীতে আবার দেখা গেছে ISI আর CIA র তীক্ত সম্পর্কের বিষয়টি।

বইটি অনুবাদ করেছেন শিহাব শাহারিয়া ভাই। অনুবাদ কিছু কিছু জায়গায় খুব দুর্ভেদ্য লেগেছে, যদিও বইটি আমি টানা পড়ে গেছি কিন্তু পড়তে খুব কষ্ট হয়েছে। অনুবাদকর্ম আরেকটু উন্নত করা প্রয়োজন বলে মনে করি।
বইয়ের প্রচ্ছদ,পৃষ্ঠার মান এবং ওভারঅল প্রোডাকশন ভালো। শুধু ভাষাটা আরেকটু সহজবোধ্য হলে বইটা আরো বেশি জমত। বিভিন্ন ইন্টিলিজেন্স, সামরিক এবং রাজনৈতিক পরিভাষার সাথে এই বইয়ের মাধ্যমে পরিচিত হয়েছি।

যাইহোক, ইন্টেলিজেন্স স্টাডি, দক্ষিণ এশীয় রাজনীতি, বৈদেশিক নীতি ও আন্তর্জাতিক নিরাপত্তা - এই বিষয়গুলোর প্রতি যাদের আগ্রহ আছে তাদের কাছে বইটি বেশ উপভোগ্য হবে।

One of the better efforts on the subject, where the certain insights provided were not only quite original in their content but were also well served.

At the end of the introduction of the book (before the book actually starts), the writer states a need for either the complete overhaul of the agency or total elimination. Reading the book itself, one feels as if the conclusion predated the research.

Another major taste-ruining factor was the fact that at many points, the research only had suspicions, speciculations, and suppositions to present for itself, and at many occasions, a thin source line to back the entire thesis up, both, in terms of numbers and credibility/partiality. The author even accepts this fact at many of those occasions in the book, but doesn't in a lot other parts too, and you have to keep moving back and forth to the 'Notes' section to do your own little research on the source, and the actual subject.

It being one of the most expensive materials on the subject available in the market, I expected more out of the book. A lot more. In author's critique, I would say, the book asks for a label of "Lost opportunity." A lot of effort was wasted focusing too much on the detailed early history, and the UW aspect. In those terms it didn't offer much new.

All that and many other shortcomings of the book aside, there is still a lot of good in the book, some really interesting, eye-opening historical accounts, and a lot of balance, (or at least a thin perception of it), that lacked in other works on the subject.

The paucity of books on the intelligence services of nations falling outside of North America & Europe makes this book a must-read. Whilst this book draws much on open source materials, the nature of its compilation & dissemination by the author makes this book an engaging read. This book is a cautionary tale of blindly subscribing to the tenets of a "national security state". In particular, it's a most dangerous indulgence for a civilian leadership of a government to permit its military unbridled license at both in imposing state policies and engaging in commercial enterprises, thus jeopardizing its professionalism & endangering the defense of the state. #Goodreads

A fine and rare study to understand the evolution of ISI, a balanced and unbiased account written by an outsider.
