Parallax wants to create his own version of Coast City so he can save it from destruction, unlike when he lived it the first time. But he needs Telos' power to do it!
This is a muddled mess of a story that leaves way to many things up in the air. Parallax forces Telos to relinquish the power gem that Brainiac created for him in order to power his construct of Coast City. Even though its just a shadow, Parallax thinks he'll be happy here. But Telos screws it all up for him anyway. But this does set up Parallax to appear in the final issues of Green Lantern.
The ending of this series is just annoying. But I suppose if anyone ever wanted to pick up Telos again, they have that possibility. Not sure we'll ever see it, though. And I'm not sorry about that. Convergence wasn't great and neither was this series spinning out of it.
I say skip this whole thing.
