Karpov wants to use Yuri to assassinate Putin and the senior leadership in order to kick off a coup. They know they are loose ends that must be eliminated. Their only hope is a wounded, hunted, and disavowed CIA agent, Jack Kilbourne. Their only hope is to hijack the coup, and leverage Putin's fate to save themselves.
