تعدد الأديان وأنظمة الحكم

هذه الدراسة الشاملة التي نال عليها المؤلف دكتوراه دولة من جامعة باريس، ونُشرت بالفرنسية في باريس عام 1971 وبالعربية في طبعتها الأولى عام 1978، قد اعتُرفَ لها بأنها عمل مهم وذو قيمة علمية ومرجع لكل باحث في شؤون التعددية الدينية. تُعنى هذه الدراسة بتواتر كبريات ثقافة البحر المتوسط، وحضارات شعوب متعددة منذ آلاف السنين حتى اليوم. وقد استطاع المؤلف عبر اطلاعه الشاسع على المعلومات والمعطيات، حصد الأشكال الحقوقية ـ السياسية للعلاقات بين الطوائف الدينية في هذه المجتمعات والأسس التي قامت عليها هذه البنى. قسِّم هذا الأثر إلى ثلاثة فصول: الأول: يبحث في المسائل الدينية والعلاقات بين الطوائف الدينية منذ القديم، أي في العهود الوثنية قبل التأسيس السياسي للديانات التوحيدية، مع تحليل عام ابتداءً من العائلة وانتهاءً بالقوميات والمجموعات المحلية والرئيسية. الثاني: يعالج العلاقات بين الطوائف داخل المجتمع المسيحي والنظرة المسيحية إلى الكون، وأهمية الفكر المسيحي تجاه العالم غير المسيحي. الثالث: يتناول العلاقات بين الطوائف داخل المجتمع الإسلامي، مركّزاً على آيات القرآن الكريم والشرع الإسلامي، ومحللاً إياها بشكل تفصيلي ودارساً، كذلك، تأثير الحداثة الأوروبية السياسية على مجمل العلاقات بين المسلمين وغير المسلمين في السلطنة العثمانية ثم في الأوطان العربية التي انبثقت عن انهيارها. وعليه، تأتي إعادة نشر هذا الأثر في طبعته العربية الرابعة، في الظرف الراهن المضطرب الذي تعانيه مجتمعاتنا العربية منذ عقود طويلة. وما التدخلات الغربية والإسرائيلية في شؤون المنطقة، منذ كتابة هذه الأطروحة، في تأثيراتها التدميرية على علاقة الطوائف الدينية والمذاهب المختلفة في ما بينها في المشرق العربي، إلا تأكيداً على صحّة وصف المؤلف لتلك العلاقات وتأريخه لها في كل من القرن التاسع عشر والقرن العشرين. ويتساءل جورج قرم في توطئته لهذه الطبعة الجديدة متى يستوعب العرب المشرقيون عِبَر تاريخهم الحديث المضطرب ليُحسنوا إدارة التعددية الدينية والمذهبية الغنية، العميقة الجذور في ديارهم، للحؤول دون تدخل القوى الغربية في شؤونهم الداخلية ودون اندثار هذه التعددية وإبقاء ما تبقى منها موضع إثارة للقلاقل والفتن. ولعلّ في هذه الدراسة ما يفيد القارئ في هذا الزمن الذي لا يقلّ اضطراباً عن المراحل التاريخية السابقة التي عايشها المؤلف منذ زمن كتابة هذه الأطروحة في نهاية الستينيات من القرن الماضي، ويساعد، بالتالي، في تجنّب المزيد من النفور والفتن الطائفية والمذهبية الطابع في أوطاننا العربية. الدكتور جورج قرم لبناني من مواليد 1940، وهو خريج جامعة باريس في القانون الدستوري والعلوم الاقتصادية. عمل في حياته المهنية كخبير اقتصادي ومالي، وكوزير مالية لبنان (1998ـ2000)، وهو أستاذ في الجامعة اليسوعية في بيروت.

Higher Education
G. CORM is Lebanese, he was born in 1940. He studied in Paris and graduated in 1961 from the Institut d’Etudes Politiques (Major in Economics and Public Finance) and from the Faculté de Droit et de Sciences Economiques where he successively obtained the Licence en Droit (1962), the Diplôme d’Etudes Supérieures (1966) and the Doctorat d’Etat (Ph.d.) in Constitutional Law with the highest honors (1969). His PhD thesis on religious pluralism through history and its influence on political systems was published in three languages (French, Arabic and Serbo-Croatian).

Professional Career
G. Corm began his career with the Lebanese Civil Service in 1963. He served first as Economist with the Ministry of Planning, then as Monetary and Financial Expert with the Ministry of Finance (Department of Central Bank Control and Coordination). In 1969, he continued his professional career in the banking sector in Lebanon, France and Algeria until 1985. From 1985 to 1998, G. Corm was based in Paris as an independent Economic and Financial Consultant for International institutions like the World Bank, ESCWA, UNDP, the European Commission and Arab and Lebanese institutions, as well as for private companies and banks. He has worked for these institutions in more than 15 countries.

From Décember 1998 to October 2000, G. Corm served as Minister of Finance of the Lebanese Republic. In this capacity, he prepared a Five Year Plan for fiscal reform, began introducing VAT and paid all accumulated arrears due by the State to the private sector. He is now back to consulting activities and teaching at Saint Joseph University in Beirut.

Academic Record
Professor Lecturer between 1972 and 1985 at Saint Joseph University (Beirut), American University of Beirut, Lebanese University. Regular teaching courses on Arab Modern Political Thought, Nations and Nationalism, Development Economics, Economic history and International Financial markets; since 2001, he has been teaching International Economic Cooperation and Financial Management of the State at Saint Joseph University and Balamand University. Since 1985, he has been member of several Committees at different French Universities to examine Ph. d. thesis and has given from time to time Lectures or Seminars in Europe and the US on Middle-Eastern topics.

تبدو ملامح فكرة جورج قرم المركزية، كما تجلت في كتبه اللاحقة، وقد بدأت بالتشكّل في هذا الكتاب. وتكتسب هذه الدراسة أهميتها من كونها كُتبت في أواخر ستينيات القرن الماضي، في لحظة مفصلية بالنسبة للمحيط الناطق بالعربية.
