The Republic of the Philippines consists of some 78 provinces, 1,526 municipalities, 81 cities, and 41,939 barangays, including the autonomous regions in Muslim Mindanao and the Cordilleras. The Constitution, Article 10 on "Local Government," provides that these "territorial and political subdivisions shall enjoy local autonomy." To achieve this objective, the Constitution goes on to provide that "The Congress shall enact a local government code."
