Susan, a young White House staffer in 1967, becomes aware of a money black market being run in Vietnam by the President's administration to help finance his 1968 re-election campaign. People who become aware of the black market are being murdered. When Susan is confronted by, who she believes to be the murderer, she escapes and seeks the help of Jim a Navy SEAL. Together they travel to Vietnam and uncover evidence implicating the administration's involvement in the money black market. After aquiring the evidence they travel back to the U.S., and present the evidence to the FBI. Susan has a near death combat experience during Tet of 1968. Also her romantic involvement with a senior member of the administration complicates her uncovering the money black market.
