Born in Deoband in 1362H(1943 CE), he graduated par excellence form Dars e Nizami at Darul Uloom, Karachi, Pakistan. Then he specialized in Islamic Jurisprudence under the guidance of his eminent father, Mufti Muhammad Shafi, the late Grand Mufti of Pakistan. Since then, he has been teaching hadith and Fiqh at the Darul-Uloom, Karachi. He authored many books in Urdu, Arabic and English language.

This book comprises of three essays. The first, comprising of 150 pages, tackles the serious allegations Mol Modudi makes against the Companion Mu'awiyah and invokes very important related themes such as the motivation behind Imam Husayn ibn 'Ali ibn Abi Talib's revolt which lead to the bloody tragedy of Karbala, the election of Yazid as Successor, the status of Mu'awiya's rule etc.
The second essay is a response to a critique of the aforementioned first essay submitted in Tarjuman al-Qur'an, Mol Modudi's monthly journal. It is roughly the same size (150 pages!) and largely consists of clearing misconceptions, correcting wrongs and reinstating conclusions drawn in first essay.
Both essays are titled, "The Companion Mu'awiyah and [Modudi's book] Khilafat-o-Mulikiyyat". Hazrat-e-Mu'awiyah Awr Khilafat-o-Mulukiyyat.
The third essay is not by Mufti Taqi but Mol Mahmud Ashraf and is titled, Hazrat-e-Mu'awiyah: Shakshiyyat, Kirdaar war Karnaame a.k.a. Hazrat-e-Mu'awiyah Ki Sirat-o-Manaqib.
This is a must read for all those who have read or have been exposed to Mol Modudi's Khilafat-o-Mulukiyyat. I had previously mentioned the severity of Modudi's accusations against the Banu Umayyah as a whole. Mufti Taqi does not tackle all of these allegations, for e.g. there's no defence of 'Uthman, Marwan ibn al-Hakam et al., he does nonetheless address the majority if not all of the critiques made against Mu'awiyah.
In doing so, Mufti Sahib displays a real talent and establishes himself as a Historian. His analysis demonstrates real weaknesses in Modudi's arguments often times the result of carelessness, lack of attention and other times it is the desire to reinforce his ideas and ideology, to furnish a preconceived thesis/conclusion without, I believe, having really pondered upon the implications. Otherwise, the more ardent critics are correct in their accusation of the Shiite tendency and the utter disdain for all things Ummayad.
Mufti Sahib's strength is in approaching each accusation from various angles. His background allows him to sift through the records of Fiqh, tomes of Hadith and their lengthy commentaries, tracts of Theology and specialist disquisitions. He does not restrict himself to the annals of history. This allows for a more holistic picture and critical judgement.
Below are some examples I highlighted of Mufti Sahib working as a Historian:
1. Mufti Sahib exercises revisionism and matn analysis. He justifies using reports narrated by Abu Mikhnaf, the controversial and discarded Shi'ite transmitter whom Tabari relates a great deal from:
یہاں پر یہ اعتراض کیا جاسکتا ہے کہ ہم نے طبری کے حوالے سے حجر بن عدی کے قتل کے سلسلے میں جتنی روایات پیچھے ذکر کی ہیں ان میں سے بیشتر روایات ابو مخنف ہی کی ہیں، پھر کیا وجہ ہے کہ اس مقام پر ہم اس کی روایت کو قبول کرنے سے انکار کر رہے ہیں؟
لیکن اس اعتراض کا جواب بالکل واضح ہے اور وہ یہ کہ ابو مخنف شیعہ اور حجر بن عدی کا حامی ہے، لہذا اصول کا تقاضہ ہے کہ ان روایات کو قبول کیا جائے جو حجر بن عدی کے خلاف جاتی ہیں، کیونکہ اس سے یہ معلوم ہوتا ہے کہ حجر بن عدی کی بغاوت کے واقعات اس قدر ناقابل انکار تھے کہ ابو مخنف ان کا پرزور حامی ہونے کے باوجود ان کا اعتراف کرنے پر مجبور ہوا۔
اس کے برعکس ابو مخنف کی جو روایات حضرت معاویہ کی ذات کو مجروح کرتی ہوں، انہیں ہرگز قبول نہیں کیا جاسکتا، اس لئے کہ حضرت معاویہ سے اس کی دشمنی بالکل واضح ہے اور ان کے مقدمے کو کمزور کر کے پیش کرنا اس کی عادت میں داخل ہے۔
اس کی مثال یوں سمجھئے کہ اگر ایک عیسائی مورخ خود اپنے ہم مذہب لوگوں کی کوئی برائی بیان کرے تو آپ اسے سند کے طور پر پیش کرتے ہیں، لیکن اگر وہی مورخ (معاذ اللہ) آنحضرت صلی اللہ علیہ وسلم کی شان میں گستاخی کرے یا آپ کے صحابۂ کرام کے خلاف کوئی ایسی بات لکھے جو مسلمانوں کی روایات سے ثابت نہ ہو تو آپ اسے سراسر جھوٹ اور افتراء قرار دیتے ہیں۔ اس کا یہ مطلب نہیں ہے کہ آپ اپنے مطلب کی باتیں چن کر بد دیانتی کا ارتکاب کر رہے ہیں بلکہ اس طرح آپ تنقید روایات کے اصول پر عمل کرتے ہیں جو سو فیصد معقول، فطری اور دنیا بھر مسلم ہے۔
2. Mufti Sahib criticises the common mistake of viewing past phenomena and events with our particular values, tastes and lens. Here's a wonderful passage discussing which camp from the Companions were correct:
اس افراط وتفریط کی ساری وجہ یہ ہے کہ صحابہ کرام کے باہمی اختلافات کو موجودہ زمانے کی سیاسی پارٹیوں کے اختلافات پر قیاس کر لیا گیا ہے اور چونکہ آج کی مفاد پرست دنیا میں یہ تصور مشکل ہی سے آتا ہے کہ دو مخالف سیاسی جماعتیں بیک وقت نیک نیتی کے ساتھ کسی صحیح، جائز اور نیک مقصد کیلئے ایک دوسرے سے لڑسکتی ہیں، اس لئے صحابہ کرام کی جماعتوں کے بارے میں بھی یہ تصور کرنا مذکورہ گروہوں کو مشکل نظر آتا ہے، نتیجہ یہ ہے کہ وہ سرسری طور پر کسی ایک جماعت کے برحق اور نیک نیت ہونے کا فیصلہ کرتے ہیں، اور یہ فیصلہ ذہن میں جما کر اس کی تائید وحمایت کے لئے دلائل تلاش کرتے ہیں اور اس سلسلے میں دوسرے فریق کے صحیح موقف کو سمجھنے کی کوشش کئے بغیر ان پر الزامات واعتراضات کی بوچھاڑ شروع کر دیتے ہیں۔
3. Argument of consistency and extension: this is a common feature and important tool in discourse. It appears more than once in the book.
If we are to make exceptions then on what grounds? If we are to assert a claim or make an allegation, then by extension, why would it not apply to someone else when the same burden of proof can be found with others? The kind of "guilt by association" accusations that have been made against Mu'awiyah can apply to 'Ali too but are never made by Mol Modudi. Whilst discussing the propriety of drawing conclusions and making accusations based on isnad-less, unreferenced, uncorroborated reports, Mufti Taqi rightly asks:
۔(حضرت مغیرہ کے متعلق) رشوت کی یہ روایتیں بھی صرف کامل ابن اثیر میں بغیر کسی سند اور حوالہ کے نقل کی گئی ہیں۔ ابن جریر طبری جو علامہ ابن اثیر کا سب سے بڑا ماخذ ہے، اس میں بھی اس کا کوئی ذکر نہیں اور حافظ ابن کثیر جو ان کے بعد آئے ہیں اور بقول مولانا مودودی صاحب “وہ اتنے متدین ہیں کہ تاریخ نگاری میں واقعات کو چھپانے کی کوشش نہیں کرتے”، وہ بھی اس تیس ہزار درہم کے قصے کی طرف کوئی اشارہ تک نہیں دیتے۔
اگر ایسی غیر مستند اور بے حوالہ روایتوں کی بنیاد پر ایک صحابی کو رشوت دینے کا ملزم قرار دیا جاسکتا ہے تو پھر ایک حضرت معاویہ ہی نہیں تمام صحابۂ کرام بلکہ انبیاء علیہم السلام تک کا کردار داغدار دکھایا جاسکتا ہے اور پھر ملوکیت کی جو تصویر مولانا مودودی نے حضرت معاویہ کے عہد کے بارے دکھائی ہے کوئی اور “محقق” اس کی ابتداء اس سے پہلے خلافت راشدہ کے عہد سے کرسکتا ہے۔
اسی کامل ابن اثیر میں یہ بھی لکھا ہے کہ حضرت داود علیہ السلام نے اپنے سپہ سالار کی خوبصورت بیوی سے نکاح کرنے کے لئے اسے پے در پے کئی خطرناک محاذوں پر صرف اس لئے پھیجا کہ وہ قتل ہو جائے اور جب وہ مارا گیا تو اس کی بیوی کو اپنے حرم میں داخل کر لیا۔
اور اسی میں کئی مقامات پر حضرت علی کی تصویر اس طرح پیش کی گئی ہے جیسے (معاذ اللہ) ان کی ساری عمر عہدۂ خلافت کی آرزو میں بیتاب ہوئے گزری تھی۔
That's a good point scored.
Mufti Taqi does not shy away from acceding to some of Modudi's points. Where he finds his analysis re Mu'awiyah is correct, he points that out too. This is important because it precludes the conclusion that his response was personal or that it was out of Nasb.
Lastly, given the Khilafat-o-Mulukiyyah was translated into Arabic and well-recieved, I wonder if this book was translated too or what responses were given in Arabic to the KoM, if any? Deserves translating into Arabic.
