"The Mysteries were imparted to the elect of that Race when the average Atlantean had begun to fall too deeply into sin to be trusted with the secrets of Nature" ... sort of sums it up. Not easy to read: lots of gaps, un-documented claims, assumptions, lots of quotes from other material thrown together,and so on; no wonder it's difficult to put any credence in any of it.
