В монографии впервые в отечественной историографии предпринята попытка выработать концепцию истории терроризма в российском освободительном движении. Терроризм рассматривается как специфическое явление, свойственное российскому революционному движению на протяжении полувека. В работе исследуется генезис террористических идей, рассматриваются взаимовлияние идеологии и практики терроризма, этические и психологические основы различных его направлений, идейная борьба по вопросам применения террористической тактики между различными течениями в российском революционном движении; прослеживается воздействие терроризма на российское общество и власть. Второе издание книги дополнено главой об историографии терроризма за 2000-2015 годы.

A highly erudite overview of terror, as ideology and practice, within the Russian liberation movement. In this seminal study the author claims that all parts of this movement supported terror in particular circumstances, and the difference was of efficacy rather than of ethnics or politics. He also claims that terror, under circumstances when there was no other obvious way to restrict the government and its officials, always attracted adherents. That, especially considering the actual effect systematic terror had on government policies. The government, in author's view, encouraged this development through perceiving the terrorist groups as an equal power fighting a war against it and acting accordingly. Since such groups often included a small number of members who could claim at best a passive popular support, this attitude encouraged potential terrorists and caused the public to view the terrorist groups as more influential than they actually were.
The author points out that the perception of terror within the Russian public changed after the establishment of the Duma. The Duma was perceived as a legitimate way to went popular grievances and thus terror seemed unnecessary.
