Finding a new job is a job in itself. Readers will quickly learn how to concentrate on the positive aspects of the search, such as finding jobs they love, rather than getting caught up in the negative aspects of rejection letters and no responses.
The book isn't bad, it's just outdated. I'm sure this was all relevant advice in 2003. The Small places where the book shines is where the author discusses the mind set to have and protecting your mental health during long Job searches. I would reccomend a more recent book if your are seriously looking. To give you a sense of how far in the past the advice is, the author writes about "classified ads" in newspapers a number of times.
