ಇವರು ೧೯೮೦ರ ಏಪ್ರಿಲ್ ೯ ರಂದು ಉತ್ತರ ಕನ್ನಡ ಜಿಲ್ಲೆಯ ಹೊನ್ನಾವರದಲ್ಲಿ ಕೊಂಕಣಿ ಮಾತನಾಡುವ ದೈವಜ್ಞ ಬ್ರಾಹ್ಮಣ ಕುಟುಂಬದಲ್ಲಿ ಜನಿಸಿದರು. ಇವರ ತಂದೆಯ ಹೆಸರು ದೇವದಾಸ್ ಸುಬ್ರಾಯ ಶೇಟ್. ಇವರು ಸೂಲಿಬೆಲೆಯ ಸರ್ಕಾರಿ ಶಾಲೆಯಲ್ಲಿ ಮುಖ್ಯೋಪಾಧ್ಯಾಯರಾಗಿ ಸೇವೆಯನ್ನು ಸಲ್ಲಿಸಿದ್ದಾರೆ. ಓದಿ ಬೆಳೆದದ್ದು ಬೆಂಗಳೂರು ಗ್ರಾಮಾಂತರ ಹೊಸಕೋಟೆ ತಾಲ್ಲೂಕಿನ ಸೂಲಿಬೆಲೆ ಎಂಬ ಗ್ರಾಮದಲ್ಲಿ. ನಂತರ ಬೆಂಗಳೂರಿನ ಜೈನ್ ಕಾಲೇಜಿನಲ್ಲಿ ವಿಶ್ವವಿದ್ಯಾಲಯ ಪೂರ್ವ ಶಿಕ್ಷಣವನ್ನು ಪಡೆದರು. ಮುಂದೆ ಭಟ್ಕಳದ ಅಂಜುಮನ್ ಎಂಜಿನಿಯರಿಂಗ್ ಕಾಲೇಜಿನಲ್ಲಿ ಗಣಕ ವಿಜ್ಞಾನ ವಿಭಾಗದಲ್ಲಿ ಪದವಿ ಪಡೆದಿದ್ದಾರೆ. ಸ್ವಾಮಿ ವಿವೇಕಾನಂದರ ಲೇಖನಗಳ ಪ್ರಭಾವಕ್ಕೆ ಒಳಗಾದ ಇವರು ರಾಮಕೃಷ್ಣ ಪರಮಹಂಸರ ಚಿಂತನೆಗಳನ್ನು ಹೊತ್ತೊಯ್ಯುವ ರಾಮಕೃಷ್ಣ ಆಶ್ರಮದ ಸಂಪರ್ಕಕ್ಕೆ ಬಂದರು.
ಆರಂಭದಲ್ಲಿ ಚಕ್ರವರ್ತಿಯವರು 'ಹೊಸ ಸ್ವಾಂತಂತ್ರ್ಯದ ಬೆಳಕು' ಮುಖ್ಯ ಸಂಪಾದಕರಾಗಿ ಕೆಲಸ ಮಾಡಿದರು. ನಂತರ ಅವರು 'ಗರ್ವ' ಟ್ಯಾಬ್ಲಾಯ್ಡ್ ವ್ಯವಸ್ಥಾಪಕ ಸಂಪಾದಕರಾಗಿ ಕೆಲಸ ಮಾಡಿದರು. ಎರಡು ವರ್ಷಗಳಿಗೂ ಹೆಚ್ಚು ಕಾಲ ವಿಜಯ ಕರ್ನಾಟಕದಲ್ಲಿ ಅಂಕಣಕಾರರಾಗಿದ್ದರು. 'ವಿಜಯವಾಣಿ', 'ಹೊಸ ದಿಗಂತ', 'ಸಂಯುಕ್ತ ಕರ್ನಾಟಕ', ಕರ್ಮವೀರ, ವಿವೇಕ ಸಂಪದ ಮತ್ತು ಇತರ ಕೆಲವು ನಿಯತಕಾಲಿಕೆಗಳಿಗೆ ಅಂಕಣಗಳನ್ನು ಬರೆಯುತ್ತಿದ್ದರು. ಇವರು ವಿಜಯವಾಣಿಯಲ್ಲಿ 'ವಿಶ್ವಗುರು' ಎಂಬ ಹೆಸರಿನ ಅಂಕಣಗಳನ್ನು ಬರೆಯುತ್ತಿದ್ದರು.

'ವಿಜಯವಾಣಿ', 'ಹೊಸ ದಿಗಂತ', 'ಸಂಯುಕ್ತ ಕರ್ನಾಟಕ', ಕರ್ಮವೀರ, ವಿವೇಕ ಸಂಪದ ಮತ್ತು ಇತರ ಕೆಲವು ನಿಯತಕಾಲಿಕೆಗಳಿಗೆ ಅಂಕಣಗಳನ್ನು ಬರೆಯುತ್ತಿದ್ದರು. ಇವರು ವಿಜಯವಾಣಿಯಲ್ಲಿ 'ವಿಶ್ವಗುರು' ಎಂಬ ಹೆಸರಿನ ಅಂಕಣಗಳನ್ನು ಬರೆಯುತ್ತಿದ್ದರು.

Brilliantly written book or I must say articles. The flow of the thoughts shall take any readers (Especially Hindus) to feel proud of their heritage and culture. As most of us knew what an indomitable orator and a speaker that Chakravarthy Sulibele is. We all have watched his nationalistic speeches time and again and went in trance for few minutes. That's the power of his speeches. The same goes in his writings too. The book is a collection of articles published as a weekly column in the Kannada newspaper Vijayavani.
Vishvaguru as the name itself suggests, the long lasting profound history of India or Bharat. Each and every article speaks about the glorious past of our country and how it was a mother of civilizations. Right from the formation of the Earth (or the popular notion of Big-Bang) to the influences of Bharat culture in the western, eastern and Asia regions, the author takes us for a historical ride. The author went ahead and dug out more history and proven the fact that how Cambodia, Indonesia, Japan, Vietnam, Thailand and other countries were once dominated by the Hindu cultural system and practices and how it waned as the time progressed.
The author emphasizes time and again the fact that how India has stood against the barbaric rulers, invaders, Britishers and other missionaries who tried to sabotage the cultural heritage, the very backbone of this country. The author's longing wish to see India/Bharat as the world leader is not something a mere dream, he is striving and working hard towards it by educating his followers with his fiery speeches and writings. A must read book.
