Lowenthal focused on each leader’s principal challenges and goals as well as their strategies to end authoritarian rule and construct democratic governance. Context-setting introductions by country experts highlight each nation’s unique experience as well as recurrent challenges all transitions faced. A chapter by Georgina Waylen analyzes the role of women leaders, often underestimated. A foreword by Tunisia’s former president, Mohamed Moncef Marzouki, underlines the book’s relevance in North Africa, West Asia, and beyond. The editors’ conclusion distills lessons about how democratic transitions have been and can be carried out in a changing world, emphasizing the importance of political leadership. This unique book should be valuable for political leaders, civil society activists, journalists, scholars, and all who want to support democratic transitions.

About the author

Sergio Bitar is a member and non-resident senior fellow at the Inter-American Dialogue and president of Fundación por la Democracia in Chile. At the Dialogue, Bitar directs the Global Trends & Future Scenarios Project.

Bitar served as the Minister of Mining under President Salvador Allende in 1973 and was detained under the dictatorship of Augusto Pinochet, imprisoned in Dawson Island, and then forced into exile until 1984, living in Venezuela and the United States. He was a Visiting Fellow at the Harvard Institute for International Development from 1974 to 1976, a Visiting Fellow at the Smithsonian Institution’s Latin American Program from 1982 to 1983. After his return to Chile, he was elected president of the Party for Democracy in three occasions (1992-1994, 1997-2000, and 2006-2008) and served as a Senator from 1994 to 2002. In addition, he served as the Minister of Education under President Ricardo Lagos and Minister of Public Works under President Michelle Bachelet. He also founded the Latin American Center for International Economics and Politics (CLEPI), serving as its president from 1987 to 1993.

Bitar has published dozens of books and articles, including Chile Mas Allá del Bicentenario (Editorial Planeta, Santiago, 2009), Educación Nuestra Riqueza, Chile Educa para el siglo XXI (Editorial El Mercurio- Aguilar, Santiago, 2005), and Chile 1970-1973 (Editorial Pehuén, Chile, 1996 and 2001). His recent books include: El Gobierno de Allende, 3rd edition, 2013; Chile, Bolivia, Peru. Un Futuro Común, 2011; Dawson Isla 10, 13 ed, 2010; y Chile Mas Allá del Bicentenario, 2009. In 2016, Bitar received the national honor of “Engineer of the Year” by the Chilean College of Engineers Guild Association.

يستعرض المؤلفان في هذا الكتاب تجارب مهمة لبعض الدول في التحول من الحكم الاستبدادي /الشمولي/العسكري إلى الحكم الديمقراطي، ويعتبر هذا الكتاب مميزا ومتفردا في موضوعه، كونه يغطي عددا كبير من تجارب الدول في التحول الديمقراطي ( البرازيل-شيلي -غانا- إندونيسيا- المكسيك -الفلبين-بولندا-جنوب افريقيا- اسبانيا) موزعة على كل من أفريقيا وآسيا وأوروبا وأمريكا اللاتينية، وذلك من خلال استعراض تاريخي لأجواء الحكم والسلطة، ثم إجراء حوارات موسعة مع رؤساء ورؤساء وزارات ممن كانوا فاعلين في عملية التحول إلى الديمقراطية في دولهم.
يقترب الكتاب من 700 صفحة، وقد تكون بعض الحوارات مملة بالنسبة لغير المهتمين بالموضوع، لكنها غاية في الأهمية بالنسبة للمتخصصين والمهتمين في الجوانب السياسية والديمقراطية والحكم الرشيد، لأنها تطرح تجارب متنوعة وفريدة على لسان القادة الذين كانوا منخرطين في صلب عمليات التحول نحو الديمقراطية.
ويستخلص المؤلفان في نهاية الكتاب الكثير من الدروس المستفادة والعبر، بينها أن معظم عمليات التحول كانت واسعة ومتلاحقة وحدثت بالتدريج وبسرعات متفاوتة، وأن الأنظمة الاستبدادية نادرا ما انهارت بفعل الأزمات الاقتصادية كما في اندونيسيا، كما أن هذه التحولات استهلكت الكثير من الوقت للوصول إلى مرحلة النضج واكتساب الطابع المؤسساتي، كما أنها حدثت بفعل القوى والعمليات الداخلية لكنها تأثرت بسياق دولي أو جهات خارجية، بدون تجاهل الدور الذي تلعبه النزعات الاقليمية والايديولوجيات السائدة والروابط الدولية للديمقراطيات.
وما أحوجنا في العالم العربي الذي يشهد انتفاضات عاثرة للتحول نحو الديمقراطية لمثل هذا النوع من الكتب، بل ما أحوجنا إلى نسخة عربية أو شرق أوسطية من هذا الكتاب، لكن ليس ثمة تجارب تستحق الذكر في التحول الديمقراطي في منطقتنا مع كل أسف.

من المهم قراءة تجارب الشعوب و القادة في التحول إلى الديموقراطية و الدولة المدنية
نظرًا لما نعانيه نحن الشعوب العربية من الحكم المطلق و العسكري الاستبدادي و لفشل بعض الدول الإقليمية في التحول السياسي الرشيد نحو الدولة المدنية و لتحفيز نمو الوعي السياسي في عقولنا و لإصلاح أفكارنا و آرائنا حول هذا الموضوع المصيري

كتاب مهم جداً في سرده التاريخي للتحول الديمقراطي في البلدان التي نجحت فى التحول من الديكتاتورية للديمقراطية.
بجانب السرد التاريخي وإلقاء الضوء على تاريخ البلد يحاور الكاتب الشخصيات والقيادات التي قادت التحول الديمقراطي مستخلصا العبر من تجربتهم ومستمعا إلي رؤيتهم لعملية التحول.

أنصح بقراءة هذا الكتاب لكل المهتمين بالشأن العام والديمقراطية كقضية وكطريقة للتحول نحو الأفضل.

Para todo aquél que viva en un país gobernado por dictadores y tiranos, este es un libro que permite comprender muchos de los eventos que vive en su día a día. Y más aún, permite romper paradigmas para poder planificar y ejecutar acciones que contribuyan a la conquista (o reconquista) de la democracia en su país.
