About the author

Dr. Gilad Malach received his teaching certificate from Herzog College in 1998, a B.A. (with honors), in Education from Lipschitz College in 1999, an M.A. in Jewish Thought in Israel from the Hebrew University of Jerusalem in 2002, and an M.A. (with honors), in Public Policy from Tel Aviv University in 2007. He earned his Ph.D in Public Policy in 2013 at the Hebrew University of Jerusalem. The thesis won the Israel Political Science Association best dissertation award for 2013.

Gilad has extensive professional and academic experience. From 2000 to 2002, he served as a lecturer and coordinator of Studies at Beit Midrash Elul, a joint Study Center for secular and religious participants. In 2003 and 2004, Gilad was the Director of Implementation at the Avi Chai Foundation for the Gavison-Meidan Covenant Project. From 2005 through 2006 Gilad headed the research team at Metzilah. There he was the project leader responsible for mapping the strategic problems of the State of Israel. The research he did in that role was later published as a book, "Conditions for the Prosperity of the State of Israel".

In 2006 and 2007, Gilad was a consultant for the Kadima Political Party, providing legislative advice on social and welfare issues and managing groups on economic impact, integrating vulnerable populations in employment and changes in the system of government.

Gilad was a research fellow at Metzilah (headed by Prof. Ruth Gavison), from 2009 to 2012.
Since 2012, he has worked as a researcher at the Israel Democracy Institute and as a lecturer at Bar Ilan University. At IDI he heads the ultra-Orthodox program, and oversaw the research group that developed a master plan for ultra-Orthodox employment. He also serves as editor of IDI's yearly publication on Haredim.
Through the auspices of Bar Ilan University, he also teaches in the Department of Political Science and Community at the Haredi College of Jerusalem.

Gilad served 2012 in a public capacity as the content manager for the Knesset committee on Sharing the Security Burden headed by MK Yohanan Plesner. From 2010 to 2012, he was a committee member in the project "Integrating Haredi Society in Employment" at The Ne'eman Foundation, and from 2009 through 2012, Gilad served as an observer for the Public Council for Civil Service in Israel.
