1996 review:

"This book was written from a 13 year old kid's point of view, and her speech reflects her Kentucky background.
Jessica tries to hide her dad's bootleg whiskey industry from Wrong Man, the Sheriff, while her dad is away. She ends up giving her dad away by mistake, and he gets arrested. Meanwhile, she gradually makes friends with Wrong Man and his wife. Her dog Bill is always there to console."

I have a feeling I read this because I thought it was a dog book, being really into dog books when I was a middle schooler.
