The cover didn't lie, Captain Atom didn't show up at all. There was a lot that happened here in which you needed context prior. I felt they did a well enough job informing the reader of Captain Atom's reasoning for being unavailable, but I would've liked to see more of how Captain Atom's thought process was during the meeting in the embassy.

Somewhat impressively this issue keeps the promise on the cover that captain atom does not appear at all!! But instead opts to focus on a few different characters as the captain is tied up in a JLI matter in JLI #8, which I now can’t wait to read. Unfortunately the choppy narrative and improperly introduced characters makes this issue difficult to read at times, plus the millennium event is coming up next and they used this issue to shoehorn in some ideas.

The primary focus of the issue is Doctor Megala and Babylon as they find something else to do now that captain atom isn’t available for tests. They actually mention another upcoming project involving the same alien material that created captain atom called: the major force project. (Oh no….). Regardless , they decide to do what any normal group of people would do, and visit the former mental hospital where Megala was a patient. This is also the location where Megala’s friend Anton currently resides, we were introduced to him a few issues back when Megala had a nightmare about him breaking out and turning into a villain for abandoning him. But it seems that since Megala was discharged, Anton has gone into a catatonic state. Unfortunately for our group, Babylon decided to bring in a Dirty Harry style revolver that he had to check in at the front. Then when they went inside a patient mopping the floors snuck up to the front, knocked out the guard, and took the gun for himself. Moments later as the group is getting acquainted to the ward does the patient break in and shoot the tv. It turns out this patient is Homer! The man who kidnapped Margaret a couple issues back, and now he is claiming he will kill everyone if “his wife” and “daughter” is not delivered to him at once. One of the orderlies calls his bluff and tries to get closer, and is shot in the process. This leads to Babylon and the injured man being sent outside to the now awaiting ambulance while Megala is left inside with everyone else. The demands remain the same as he wants his “wife” and non existent daughter. Within the hospital, Megala starts to talk to the non-responsive Anton about how much they need him and how he held everyone together at this hospital. Meanwhile Babylon is not sitting back as the cops outside trying to and defuse the situation. Instead he commandeered a rope line to climb to the roof then took out the cop waiting up there so he had full access. While inside Megala got a burst of confidence and realized that he couldn’t sit back as this happened as he tried to push forward with his heavy duty wheelchair only to end up getting one of the robotic arms shot off and his chair tipped over. This horrific action finally spurred Anton as he awoke and immediately took charge of the situation. He rallied everyone together and claimed that right now Homer needs their help, and besides, he can’t shoot all of them. The entire group got together and cornered Homer, surprising him enough that Babylon was able to smash through the ceiling and take him down. Megala claims that we will be coming by a lot more often to see his old friend Anton.

While all this is happening the story interweaving with a side story about a reporter investigating the death of the reporter who exposed Doctor Spectro. She really just took the word of Spectro himself that he didn’t kill her, and instead is calling back to her secret contact in the government that originally tipped them off that there were some lies involving captain atom. He got back in contact and set a meeting point for a final big piece of information. In this issue we also get introduced to a few military men who have special overwatch over captain atom and his activities in the JLI, as is now an openly “non-American”’organization, they want to know everything that is happening. That’s why when the reporter goes to meet her contact, instead of receiving a parcel of information she receives a bomb that promptly blows up when she is back to her car. Apparently this issue the inside military man that tipped the reporters off originally now wants to clean up that loose end as having captain atom as a spy within the JLI is too important for the manhunters! Yep that’s right…turns out the manhunters have been here and were the ones to tip off those reporters to lies involving captain atom…yep…
